The Initiation phase in relation to functional design generally focuses on two key aspects:

  1. Understanding the organisational structure and how it will relate to configuration such as Setid, Business Units, Departments, Companies etc.
     
  2. Understanding the to-be business processes and how these will relate to PeopleSoft delivered processes such as Recruitment, Training and Benefits. This will usually involve a full fit-gap exercise. 

The key success factors during this phase is the ability to clearly understand the to-be business process as well as having an in-depth knowledge of PeopleSoft functionality.  With both achieved, you will be sure that PeopleSoft functionality is utilised to its potential, business process is fully supported and that you have minimised the amount of customisation required.  This will help manage the costs more effectively, not only of the project itself, but the ongoing cost of ownership also.

A key deliverable of the initiation stage will be a fully documented functional specification for the modules to be implemented. 

This phase will also require a proto-typing environment in which the project team members, and in particular the lead users, can familiarise themselves with the application and how it will apply to their business.
