Background

An International Development Organisation has embarked on a massive program that will see the overhaul of all major business processes. This will result in the deployment of 15 PeopleSoft modules by 2005, including Global Payroll 8.8.

The payroll implementation in itself represents a huge challenge as it will see the module being rolled out to 167 country offices - probably the largest multi-country deployment that a PeopleSoft application will ever attempt.

IT Bites is proud to have been involved in this prestigious programme, having collaborated with 2 other UK companies NMHK Ltd and Ramose Ltd, in a blended team approach.

Our role was to help to design the Global Payroll unit that will eventually be based in Copenhagen and will be the centralised service for the clients payroll. After a tender process, our appointment was confirmed with the client Project Manager commenting  that the blended team not only met all of their criteria in terms of Payroll implementation experience, but would add tremendous value based on the 3 years PeopleSoft Global Payroll experience that existed and which few of the existing project team could match.

Delivery

During contract negotiation, the team were able to convince the client of the importance of a scoping and planning phase whereby the requirements could be fully understand. This phase, which took the team 3 weeks to complete, identified the need for substantial work to be added to the portfolio regarding the design and documentation of the 'to be' payroll process.

Using the blended team approach, significant value was added to the original 'Request for Proposal' (RFP) as the experience of implementing Global Payroll previously allowed us to incorporate many lessons learned for the client.

The outcome was a series of reports which not only showed how the payroll team should be designed, but also provided a toolset which would be used to define how they worked. This included items such as Creation of a Payroll Process Model; How to Build a Procedures Guide; Defining a Customer Management Policy; Creating an Audit & Reconciliation Policy; Training & Development Plan; Understanding Enterprise Integration Points; Determining Legacy Integration.

The work was completed by the team on 19th December 2003, and handed over to the client Steering Group in New York on 12th January 2004. It will now form the blueprint by which the new Global Payroll Unit is implemented.
